Poverty is a big part of Manila, with a large part of the city undeveloped and covered in slums. It is obvious when moving around the city, that there are more poor citizens than rich. Even though there are slums, Manila is also home to skyscrapers, but not as much as Shanghai. This leaves plenty of room for development in the city, but it isn't much of an advantage if nothing is done to make use of it. Manila is at risk of overpopulation, without the proper resources or city structure to cope with the sudden rise. It is a problem of the government, and they are just trying to paint over it.
